Carmen Castaneda
Carmen Castaneda has been the Program Manager of Hennepin County Adult Protection Services for the past 42 years. She has managed several adult behavioral health programs, including Outreach for the Homeless, Forensic Case Management Services, and a mobile crisis response team. Ms. Castaneda is the current Chair of the Hennepin County Adult Protection/Law Enforcement Multidisciplinary Team and the Guardianship/Conservatorship Screening Committee. For 15 years she served on the Board of Directors of the National Adult Protective Services Association (NAPSA), and currently is the NAPSA Regional Representative for the eight Central States. On the national level, she is a member of several NAPSA committees including Ethics, Diversity Equity and Inclusion, Public Policy and is a frequent speaker on the Vulnerable Adult Law and guardianship/conservatorship proceedings. She is the recipient of several national, state, and county awards relating to her work in investigating and preventing elder abuse. In 2024, she was awarded the Hennepin County Charles F. Sprafka Award for Excellence in Leadership.
